Operational Guide for Clearing and Delivery Personnel

ⅰ. Introduction

“Clearing and Delivery Personnel” are individuals authorized by a Clearing Member to conduct clearing and delivery on its behalf. Each Clearing Member shall appoint at least two such individuals.

Clearing and Delivery Personnel shall meet the requirements of the China Securities Regulatory Commission (“CSRC”) regarding the qualifications for engaging in futures business; obtain the China Financial Futures Exchange (CFFEX, the Exchange”) Clearing and Delivery Personnel Training Certificate after completing the training courses organized by the Exchange; and, with the authorization of the Clearing Member, obtain the CFFEX Certificate for Clearing and Delivery Personnel.

ⅱ. Application for Certificate for Clearing and Delivery Personnel

1. The Clearing Member shall submit an application for a Certificate of Clearing and Delivery Personnel to the Clearing Department of the Exchange through the “Member - Clearing and Delivery Personnel” section on the CFFEX Participant Service Platform. Clearing Members should upload: scanned copy of the Letter of Authorization for Clearing and Delivery Personnel”, scanned copy of the CFFEX Clearing and Delivery Personnel Training Certificate, and profile photo of the applicant (2.5cm*3.5cm).

2. The Clearing Department of the Exchange shall review the application materials. On completing the review, The Clearing Department will issue the Certificate of Clearing and Delivery Personnel and notifie the Clearing Member to collect the certificate.

3. The Clearing Member shall send a person to the Clearing Department of the Exchange to collect the Certificate of the Clearing and Delivery Personnel.

ⅲ. Cancellation of Certificate for Clearing and Delivery Personnel 

The Clearing Member shall submit an application to cancel a Certificate of Clearing and Delivery Personnel to the Clearing Department of the Exchange through the “Member - Clearing and Delivery Personnel” section on the CFFEX Participant Service Platform. If a Certificate of Clearing and Delivery Personnel is lost, it must be stated in the application form that "the Certificate of Clearing and Delivery Personnel is lost and cannot be returned to the exchange, and all consequences arising therefrom shall be borne by the Clearing Member".

Ⅳ. Replacement of Certificate for Clearing and Delivery Personnel 

When a Clearing Member applies for the replacement of a Certificate of Clearing and Delivery Personnel, it shall submit an application to cancel the original Certificate of Clearing and Delivery Personnel and at the same time submit an application for a new Certificate of Clearing and Delivery Personnel according to relevant procedures set out in Part ii.
